Death Penalty: Should the death penalty be repealed?

On the one hand, I believe that when people commit certain crimes, they forfeit their right to life. On the other hand, all human life has value. That should not be forgotten. If I interpreted Thomas Aquinas correctly, the duties and obligations of the state are different than those for individuals. We shouldn't confuse our responsibilities as individuals with those of the state.
